Terrorism Peace Bond Issued in 3-D printed firearms case

RCMP Federal Policing - Eastern Region, which includes Federal Policing members in PEI, laid charges against Daniel Desmond Crowder in relation to 3-D printed firearm making and threats in February 2025. In addition to these criminal charges, he is now subject to a Terrorism Peace Bond.
On February 24, 2025, Queen’s District RCMP received information of 50-year-old Crowder making threats to individuals and organizations online. He was arrested at his residence where 3-D printed firearm components were seized and he was held in custody. The RCMP Federal Policing - Eastern Region continued the investigation and Crowder was charged with:
• Uttering threats, s. 264.1(1)(a) Criminal Code (CC)
• Possession of a weapon while prohibited, s. 117.01(1) CC
• 2 counts of possession of a weapon for a dangerous purpose, s. 88(1) CC
• Firearms manufacturing, s. 99(1)(a) CC
• Possession of computer data for manufacturing firearms 102.1(1)CC
• Possession of a firearm 92(1)(a) CC
• Possession of a prohibited weapon 92(2) CC
On July 23, 2025, Crowder was released from custody and subject to strict conditions. RCMP Federal Policing then sought a terrorism peace bond which was entered into on August 18, 2025. A terrorism peace bond is a protection order made by a court under section 810 of the Criminal Code. It is used where an individual (the defendant) may commit a criminal offence.
Based on his comments online, the material seized from his home and weapons that were seized, police believe they have reason to fear Crowder may commit a terrorism offence.

A terrorism peace bond is a tool police can apply to the court for with a view to putting conditions on individuals when they fear that a person may commit a terrorism offence. Given the information that was gathered from the investigation police believe that this is the most appropriate course of action against Crowder at this time. He must now obey the conditions of the peace bond.
