Civilian criminal investigators (CCIs) play an important role in the RCMP of today and the future. They work side-by-side with police officers conducting Criminal Code investigations related to cybercrime and financial crime. While civilian criminal investigators have valid security clearance and limited peace officer status, they will not be armed and will not make arrests. Civilian criminal investigators participate actively in investigations by:
- interviewing witnesses, victims and suspects
- obtaining and executing warrants
- participating in site searches
- providing court testimonies
Training
Civilian criminal investigators participate in a comprehensive Federal Policing Investigation Training program during their first 24 months of employment.
Training equips new civilian criminal investigators with the foundational knowledge of Federal Policing and police sciences (Introduction to Police Science), including content ranging from the:
- RCMP Code of Conduct
- applicable domestic statutes
- legal authorities
- types of offences
- gathering evidence and handling exhibits
- judicial authorizations
- interviews and court process
Upon successful completion of the Introduction to Police Sciences course and CCI Role and Authorities Workshop, candidates are granted limited peace officer status and progress to the Federal Policing Investigations Program (FPIP).
What the work involves
As a civilian criminal investigator, you are an integrated member of financial crime and cybercrime teams working side by side with police officers and other civilian employees. You will:
- collect and preserve evidence
- attend and provide testimony in court
- provide advanced and specialized skills, experience, advice and recommendations in relation to the Criminal Code of Canada
Your work includes investigating serious and high priority crimes such as:
- Cybercrime
- Online thefts of personal identifiable information
- Network intrusions and ransomware and DDOS
- National security
- Illegal marketplaces
- Financial crime
- Serious fraud
- Serious capital market-related offences
- Money laundering
- Proceeds of crime
Essential qualifications
Civilian criminal investigators in cybercrime have specialized skills, knowledge and experience in fields such as:
- computer science
- information technology
- computer programming
- administration of servers, networks or workstations
Civilian criminal investigators in financial crime have specialized skills, knowledge and experience in fields such as:
- accounting
- business administration
- commerce
- finance
- compliance, trading or securities investigations
- capital market misconduct investigations
