Twenty-five charges approved against five men in mail theft investigation

In December 2024, Burnaby RCMP’s Prolific Offender Suppression Team (POST) arrested six men in relation to a 2-month long mail theft series investigation.

On November 26, 2025, BC Prosecution Service approved twenty-five charges against 5 men.

The charges are as follows:

Jake Dela Cruz Capinpin (36-years-old):

  • 2 counts of Break and Enter
  • 2 counts of Theft of mail

Terrence Mathew Ugang (25-years-old):

  • 2 counts of Break and Enter
  • 2 counts of Theft of mail

Flaviano Uayan Dalura (31-years-old):

  • 2 counts of Break and Enter
  • 2 counts of Theft of mail

Jaymarc Sibal Malana (31-years-old)

  • 2 counts of Break and Enter
  • 2 counts of Theft of mail
  • 2 counts of Possession of Property Obtained by Crime
  • 1 count of Forgery
  • 1 count of Possession of ID documents
  • 1 count of Possessing a Forged document with intent

Christopher Steven Santos (30-years-old):

  • 2 counts of Possession of Property Obtained by Crime
  • 1 count of Forgery
  • 1 count of Possession of ID documents

“These types of investigations can be extremely tedious and very detailed,” said Sgt. Jamie Belleville with Burnaby RCMP’s Prolific Offender Suppression Team. “I am very proud of our Prolific Offender Suppression Team for getting this investigation to this point.”

The file is now before the courts.
