Monthly Road Report: June 2025 focus on summer impaired driving enforcement

Richmond RCMP officers issued 800 traffic violation tickets during the month of June, as part of ongoing efforts to deter high-risk driving and keep our roads safe.
Key categories of offenses included:
- Speeding: 161
- Distracted driving: 63
- Impaired drug/alcohol offences: 30
- Vehicle-related infractions: 213
- Driver Licence infractions: 155
Targeted enforcement areas
Based on police collision data and intelligence, officers focused additional targeted enforcement efforts in the area of No. 2 Road Bridge and Dinsmore Bridge. Throughout the month of July, additional enforcement will focus on the Blundell Road corridor.
Illegal ride-hailing crackdown
On June 16, 2025, Richmond RCMP Road Safety Unit (RSU) conducted an illegal ride-hailing crackdown in partnership with the Commercial Vehicle Safety Enforcement (CVSE). All participating agencies conducted stops of vehicles suspected of operating illegally as non-approved ride-hailing services. Five drivers were charged under the Passenger Transportation Act and Motor Vehicle Act. Charges included:
- Operating without Licence – s.57(1) PTA: $1,150
- Operating with Wrong Driver’s Licence – s.24(1) MVA: $276
- Failing to Display Valid Certificate – s.25.07(1) MVAR: $357
- Failing to Comply with Order – s.25.30(4) MVAR: $598
- Displaying another vehicle’s identification on a commercially operated passenger vehicle – s.44(1)(b) PTA: $288
- Operating without business licence – CoR Business Bylaw No. 7360 s.4.1.1: $450
Total value of all charges: $12,649.00
Illegal ride-hailing services are not licensed, regulated, or insured as passenger vehicles and pose serious safety risks to the public. Richmond RCMP continues to target these unlicensed operations. For a full list of licensed operators, please refer to the Passenger Transportation Registry.
Enforcement highlights
File: 2025-18741 / 25-18740
On June 14, RSU officers impounded 2 vehicles during a speed enforcement blitz. Both drivers were caught travelling at least 40 km/hr above the posted speed limit, at 138 km/h and 140 km/h respective-ly in a posted 80km/h zone. 5 charges were laid against the driver caught at 140km/h for Excessive Speed, Use of an Electronic Device While Driving, Fail to Change Address, Fail to Produce Drivers License, and Tinted Windows. This driver had been impounded for excessive speed previously, and was warned by the Superintendent of Motor Vehicles that a future impound would net his vehicle a 30-day im-pound.

On June 19, an RSU officer was conducting speed enforcement on Hwy 91 and Knight Street Bridge when he intercepted a speeding motorcycle travelling 139 km/h in an 80 km/h zone. The stop led to a charge for Excessive Speed under the Motor Vehicle Act, plus the cost of towing and impound for a minimum of 7 clear days.
Community Engagement
On June 26, Richmond RCMP officers hosted community partners at McDonald Beach Boat Launch for a community education and enforcement campaign focused on preventing and combatting impaired operation of vehicles on both land and water, and life jacket awareness. Public engagement was strong, with safety checks conducted and key safety messages shared. The event concluded with 20 safety checks conducted, and one operator sent back to procure proper safety equipment before returning to the water.
