On September 4, 2025, West Shore RCMP Traffic Unit and Langford Bylaw teamed up to conduct proactive education and enforcement on the safe use of bicycles and scooters at several locations in Langford.
During the initiative, officers issued a total of 25 warnings and one violation ticket for various infractions, including:
Cycling without a helmet – $29 fine
Riding a bicycle on the sidewalk – $129 fine
Careless cycling – $109 fine
The violation ticket was issued to an individual who had already received a prior warning. Despite being given safety education, the cyclist continued to ride carelessly in the area and showed minimal receptiveness to the warnings provided.

Cst. Zach Morley: Today we are doing traffic enforcement for cyclists, kind of an awareness program. People on the motorized scooters that are now in Langford and the West Shore area. Making sure people are compliant. Particularly looking for helmets, people cycling on the right side of the road, driving or cycling dangerous. The last one going is riding on sidewalks. We get a lot of problems with people biking and using their motor scooters on the sidewalks. Kind of giving people an awareness here of tickets, warnings, rules are.

“Bicycles and scooters share the roadways and pathways with vehicles and pedestrians, and safety needs to be a priority for everyone,” says Cst. Riley Smith, West Shore RCMP Traffic Unit. “Wearing a helmet, obeying traffic laws, and riding with awareness not only protects the rider but makes it safer for other road users as well.”
West Shore RCMP Traffic Unit is planning similar proactive initiatives throughout the West Shore.
