This Privacy Impact Assessment (PIA) describes the information handling practices for the replacement of the Status and Messaging Module (SAMM) mobile Computer Aided Dispatch (CAD) system with a third-party solution, the Bell CAD Mobile (BCM).
BCM is an existing third-party commercial product used to electronically communicate information between RCMP Divisional Operational Communications Centre’s (OCC) Computerized Integrated Information and Dispatch Systems (CIIDS) and regular members’ Mobile Workstations (that is, mobile laptop installed in police vehicles). BCM is used for the purpose of receiving and dispatching calls for service, initiating police and public safety database query requests performed by CIIDS, viewing information in CIIDS and other RCMP systems, viewing results of database query requests and the creation and updating of CIIDS incident tickets. BCM offers enhanced capabilities meant to improve Member response including situational awareness tools meant to enhance Member and public safety, improvements to Member location mapping, workflow management, and improvements to the user interface.
Why a privacy impact assessment was completed
This PIA was completed by the RCMP in accordance with section C.2.2.9.2 Appendix C: Standard on Privacy Impact Assessment of the TBS Directive on Privacy Practices. A preliminary assessment determined that the replacement project constitutes a substantial change to a program or activity. The PIA describes the information handling practices associated with the transmission of information through the new solution (BCM), the safeguards in place, as well as the roles and responsibilities of the RCMP.
Additional information
While this PIA serves as a first step in a broader privacy assessment that will eventually result in a program-level Operational Call Handling PIA. Although the activity described in the PIA is reflected in existing personal information banks (PIBs), the RCMP may consider creating a new PIB to enhance transparency with the public. The assessment determined that the technical measures in place to safeguard the personal information associated with the BCM system are in accordance with federal requirements to the extent possible.
