Introduction
In 2018, Parliament passed the Canadian Gender Budgeting Act. The Departmental Plans and Departmental Results Reports are being used to fulfill the President of the Treasury Board’s obligations to make public, every year, analysis on the impacts of expenditure programs on gender and diversity.
Each department is responsible for conducting their own Gender-based Analysis Plus (GBA Plus)
The Policy on Results indicates that Program officials, as designated by Deputy Heads, are responsible for ensuring data collection for meeting policy requirements.
Applicability
All organizations must complete GBA Plus supplementary information tables in departmental plans and departmental results reports on an annual basis.
Section 1: Institutional GBA Plus governance and capacity
Governance
The Culture, Innovation, and Gender-Based Analysis Plus unit within the Reform, Accountability and Culture sector provides centralized coordination and oversight of initiatives related to RCMP workplace culture. It provides strategic advice and direction to colleagues and senior management on efforts to strengthen workplace culture and measurement of these efforts, and facilitates the sharing of best practices with partners. The centre is also responsible for helping to increase GBA Plus capacity and capability in the organization. The GBA Plus Centre provides centralized advice and support on the application of GBA Plus and serves as the primary point of contact for the Department of Women and Gender Equality, central agencies, and broader Government of Canada GBA Plus networks.
As referenced in the RCMP Policy Statement on GBA Plus, RCMP employees are responsible for integrating GBA Plus into all policies, programs, initiatives and operations to inform decision-making, and to enhance equity, diversity, inclusion, and operational responsiveness. The GBA Plus Centre provides employees with guidance, tools and resources to do so, and works with subject matter experts to identify relevant considerations in their work. It also works to strengthen horizontal GBA Plus knowledge and information-sharing through the RCMP GBA Plus Network, composed of representatives from across the organization.
As a new element of the institutional governance structure, GBA Plus “focal points” have been identified within all RCMP sectors. These employees, with training and expertise in GBA Plus, will help increase their sector’s GBA Plus application and integration, with a focus on their specific areas of subject matter expertise.
In addition to the RCMP’s participation in the Women and Gender Equality-led federal GBA Plus Interdepartmental Committee, efforts will be made this year to establish an interdepartmental working group on GBA Plus composed of public safety organizations, to further promote the sharing of best practices and resources.
Capacity
In the upcoming year, the RCMP GBA Plus Centre of Expertise will continue to provide coaching and training to employees, develop and share tools and resources to advance GBA Plus application, and will continue to host quarterly GBA Plus Network meetings to raise awareness and build GBA Plus capacity.
The Centre of Expertise will dedicate specific resources and act as advisors to GBA Plus focal points embedded in different sectors, as well as provide them with training on applying an intersectional approach. In addition, internal communications efforts will seek to enhance awareness of GBA Plus resources, including through the RCMP GBA Plus Network, messaging from the RCMP GBA Plus Champion, GBA Plus newsletters, and events organized by the GBA Plus Centre of Expertise.

The RCMP will have 4 full-time equivalents dedicated to working on GBA Plus in 2025-26, including 4 full-time equivalents in the GBA Plus Centre of Expertise.

Federal Policing
Federal Policing Investigations
- Program goals
- Federal Policing Investigations is committed to addressing, monitoring and assessing GBA plus data relating to the recruitment, deployment and training of employees. A GBA plus lens is used when developing new initiatives to ensure diversity within operations.

Federal Policing Investigations collects data on irregular migration encounters/asylum claimants at the border. This includes statistics on gender, nationality and country of origin (ethnicity). These elements allow the program to better understand the trends amongst border crossers and, as such, better respond to the flow of irregular migrants while being aware of their respective realities.
In 2025-26, Federal Policing National Security will coordinate the development of a Five Eyes Women in National Security initiative. The initiative is intended to offer unique opportunities to develop skills, empower emerging and future women leaders, and promote careers for women in national security.
To avoid unconscious bias during staffing and recruiting processes, job descriptions, selection criteria, and interview processes will be continuously reviewed to ensure that individuals from diverse backgrounds are not put at a disadvantage when applying for a position.
Many program initiatives require tailored training, recognizing the importance of gender and cultural diversity as they enhance investigative capabilities. As such, an equity, diversity and inclusion and GBA Plus lens will be used when evaluating and selecting candidates. In support of this, educational workshops and awareness training will be provided to employees on topics such as unconscious bias, diversity and inclusion.
Federal Policing Intelligence

- Federal Policing Intelligence considers the impact of personal characteristics when collecting, evaluating, and analyzing intelligence. Given that the focus is on informing tactics or strategy to reduce the impacts of criminality on Canadian society, GBA Plus is not considered during the reporting and dissemination phases of the intelligence cycle.

Protective Operations
- Program goals
- Protective Operations operates in a distinct environment servicing multiple levels of protected persons and regularly integrates GBA Plus into threat and risk analysis. All aspects of protective policing from training, to equipment used, to operational procedures employed, utilize GBA Plus to ensure that risks are identified and mitigation strategies are put in place for RCMP members and clients.

Federal Policing Protective Operations integrates GBA Plus principles when evaluating threats and risks to principal clients and protected individuals, to ensure that assessments consider risk factors related to gender and diversity. The program will promote and provide access to training aimed at enhancing understanding of gender and diversity considerations to encourage inclusive and unbiased decision-making. In the next year, the program aims to apply GBA Plus in recruitment strategies in order to attract a broader range of applicants, with the goal of ensuring a more inclusive, representative workforce that reflects Canada’s diversity.
In the 2025-26, Federal Policing Protective Operations will implement a pilot program for a new job function-based physical testing, which will include age and gender-based benchmarks.
International Operations

New GBA Plus performance indicators have been developed, and will be leveraged for continuous program improvement for 2025-26.
In 2025-26, efforts will be undertaken to identify GBA Plus focal points in the program who can support the implementation of GBA Plus within their program area, and to strengthen their profile and capacity in order to improve horizontal GBA Plus capacity. Application forms will be updated to include new GBA Plus standards and to ensure the program can better monitor and report on the gender diversity impact.
Federal Policing National Governance

- The Federal Policing National Governance program will focus on enhancing leadership and employee development through a wide range of online and in-person learning opportunities. In addition, the program will work to improve internal processes and adopt best practices to strengthen accountability and governance. A GBA Plus lens will be applied in program areas dealing with workforce modernization and operational policy to ensure that the negative impacts of workplace policies are mitigated for all employees who may face barriers to access or participation.

Federal Policing National Governance will support the RCMP Equity, Diversity and Inclusion Strategy through the implementation of its Equity, Diversity and Inclusion Action Plan and advance numerous GBA Plus initiatives related to staffing efforts.
This will be done through the incorporation of GBA Plus considerations, best practices and lessons learned to committee and staffing selection processes, as well as talent management and succession planning processes to ensure a bias-free environment. Furthermore, the program will diversify approaches, methods and outreach materials to attract diverse applicants.
In collaboration with Business Intelligence and Transformation, Federal Policing National Governance will also prioritize the collection of Employment Equity data to assess potential impacts on candidates’ selections. Based on these identity factors, the program will identify challenges in hiring from diverse groups.
Specialized Policing Services
Canadian Firearms Investigative and Enforcement Services
- Program goals
- The Canadian Firearms Investigative and Enforcement Services program supports and strengthens the ability of law enforcement and criminal justice partners to combat the smuggling, trafficking, and illegal use of firearms through investigative support, training, firearms identification, and tracing. It applies a GBA Plus lens to the development and maintenance of its training and awareness material to enhance service delivery to law enforcement and partners.

- The Canadian Firearms Investigative and Enforcement Services will advance the use of GBA Plus in the development, maintenance, and delivery of its training and awareness materials. In 2025-26, the program will revise training materials targeted and delivered to the firearm retail industry. In the revision, the program will prioritize accessibility and endeavour to eliminate any potential gender bias and discrimination with respect to individuals purchasing firearms. In addition, it will equally apply a GBA Plus lens to the development and maintenance of its training offered to law enforcement and partners to ensure participant accessibility needs are met. This will include making a conscious effort to select classrooms and training environments that allow all participants to attend without limitations. Inclusivity will be further prioritized in the delivery of specialized technical training to law enforcement on the various components of different firearms, where the program will provide aides and explain alternative techniques to examine firearm components and mechanisms.
Criminal Intelligence Service Canada
- Program goals
- Criminal Intelligence Service Canada supports access to justice and the fight against gender-based violence through intelligence assessments on serious and organized crime groups involved in criminal markets. This includes intelligence products on various illicit drug markets, street gangs, as well as firearms violence. Criminal Intelligence Service Canada’s assessments equip police services with important information to prioritize police resources to more effectively combat organized crime in communities across Canada.

- Criminal Intelligence Service Canada will ensure that a GBA Plus lens is included in its ongoing project to modernize its database with the Canadian Criminal Intelligence System. The system will offer capability and access enhancements, and will provide the same level of accessibility to all users regardless of their geographic location in rural, remote, and northern communities. With respect to the operational capabilities of the system itself, it will be designed to offer more flexibility to adapt to changing requirements, such as capturing the necessary range of GBA Plus relevant information. As well, in 2025-26, the Canadian Criminal Intelligence System will be updated to integrate GBA Plus analysis in the design of data capture, reporting functions and in accessibility enhancements.
Forensic Science and Identification Services

- Forensic Science and Identification Services provides a wide range of programs and services to clients in Canada and internationally through forensic science services, crime scene forensic identification, fingerprint identification, criminal record repositories and the National DNA Data Bank. Forensic Science and Identification Services is committed to ensuring. GBA Plus in integrated within program culture by prioritizing sensitivity and inclusion within all training and also through the development of a GBA Plus Advisory Committee.

- Under Forensic Science and Identification Services, Canadian Criminal Real Time Identification Services continues to work with partners to provide best practices on the collection of sex information when there is either a preference to not provide it, or if there is any apparent discrepancy from identity documents as part of civil criminal record checks. In the Canadian Police Information Centre, an information repository for law enforcement, training will continue to prioritize sensitivity and inclusion. In addition, Forensic Science and Identification Services will work to establish a GBA Plus Advisory Committee to champion employment equity and diversity.
Canadian Police College
- Program goals
- The Canadian Police College continues to modernize operations to help meet the evolving training demands of the law enforcement community for advanced and specialized training and leadership development. The College contributes to mitigating existing GBA Plus gaps by increasing access to advanced and specialized training, helping to address the increased need for expertise in the workforce that is more reflective of the broadening diversity of policing and of communities in Canada; and benefiting all Canadians.

- In 2025-26, the Canadian Police College will outline concrete plans for the analysis of data being captured using these tools with an eye on future program and course development. The College will continue to commit to offering courses that challenge biases and facilitate discussions around diverse communities, reinforcing its emphasis on cultural humility.
Sensitive and Specialized Investigative Services

- Sensitive and Specialized Investigative Services integrates GBA Plus into all aspects of its program areas and advances initiatives that combat crimes of interpersonal violence, including online child sexual exploitation, interpersonal crimes, and instances missing persons. The branch will also optimize systems to collect more specific data, identify trends, and report on impacts by gender as it currently collects statistics related to a number of gender-based violence crimes, such as online child sexual exploitation, missing persons/unidentified remains, and serious violent and sexual crimes.

- Sensitive and Specialized Investigative Services will continue to regularly seek to integrate GBA Plus considerations into its work. In 2025-26, the program will seek to enhance its collection and reporting of statistics through the implementation of a more advanced reporting mechanism within the current case management system specific to online child sexual exploitation investigations. It will leverage the intelligence unit, which will serve to contextualize statistics more clearly. The Service will engage in operational initiatives and research projects, while also expanding its capacity to do so. These initiatives will allow the program to more effectively identify trends within these crime types, enhance its ability to report on impacts by gender where feasible/when data is collected, (otherwise by sex), and, as a result, increase the effectiveness of its law enforcement responses. Dedicated federal funding, through Canada’s Strategy to Prevent and Address Gender-Based Violence and the National Action Plan to End Gender-Based Violence, and the accompanying increase in resource levels will allow Sensitive and Specialized Investigative Services to enhance its capacity even further to monitor and report on impacts as it pertains to gender and diversity.
Specialized Technical Investigative Services

- Specialized Technical Investigative Services is composed of three Branches, including Air Services, Protective Technical Services and Technical Investigative Services. The service line continues to ensure GBA Plus is integrated into program policies and explore opportunities to include GBA Plus within more facets of the program.

In 2025-26, Specialized Technical Investigative Services will continue efforts to create a supportive, inclusive environment through training, policy development, and career advancement opportunities.
Efforts are ongoing to ensure that Specialized Technical Investigative Services provides opportunities, initiatives and policies in relation to different groups of women, men and people of different gender identities within its program. In addition, Air Services aims to collect disaggregated baseline data, develop inclusive indicators and engage diverse stakeholders to enable effective future monitoring and reporting of impacts by gender and diversity.
Through components of its Performance Information Profile review, Air Services plans to develop new key performance indicators that will assess how different genders are impacted by or benefit from the program. The measurement of gender equality, such as representation or access to resources, will help measure progress towards achieving specific objectives. This will ensure that the program addresses gender disparities, identifies areas needing improvement, and will guide the development of policies and actions that promote gender equality.
Departmental Security

- Departmental Security continues to implement GBA Plus and strive to remove unconscious biases in the development and maintenance of security policies, standards, security consultations, and guidance to all stakeholders. Departmental Security continues to enhance GBA Plus awareness to facilitate integration within program culture and business processes.

In 2025-26, Departmental Security will implement updates to the Security Screening Management System, which will enable the capture of data and the ability to create statistics to allow for the development and use of more comprehensive diversity metrics, including factors such as ethnicity, disability, and other identity markers.
To support the incorporation of GBA Plus within personnel security screening processes, the National Personnel Security Program recently began utilizing inclusive pronouns in all correspondence where individuals have not self-identified to remove unconscious biases insecurity documents. As part of the program’s ongoing efforts to integrate GBA Plus, specific training will be delivered to employees to promote the usage of inclusive language, including the use of pronouns to demonstrate their correct application in written and verbal communication, and how to respectfully inquire about an individual’s pronouns if they are unknown.
In other areas, Departmental Security programs will evaluate the potential for an internal framework to collect GBA Plus data to report on and facilitate evidence-based decisions for all units.
Operational Information Management/Information Technology Services

- Operational Information Management/Information Technology Services works to incorporate GBA Plus in the design and delivery of business services such as digital solutions, and strives to enhance the well-being and equitable outcomes for all program employees.

In 2025-26, the Information Management/Information Technology Program will implement its Equity, Diversity and Inclusion Plan, in alignment with the greater RCMP Equity, Diversity and Inclusion Strategy. This will assist the integration of GBA Plus in the program’s activities to advance equality and inclusion for employees of all sexes, genders, and sexual orientations. Throughout the implementation of the plan, initiatives will focus on increasing awareness and understanding of GBA Plus through training and engagement campaigns, promoting RCMP employee networks, integrating GBA Plus in business frameworks and processes, increasing the recruitment of diverse candidates, and other efforts that account for the differing needs and experiences of individuals in equity-seeking groups.
The program will continue to work with the RCMP’s Anti-Racism, Equity, Diversity and Inclusion Unit as well as the GBA Centre of Expertise to better collaborate with RCMP employee networks and to seek opportunities where gender and diversity data can be collected in the interest of advancing Equity, Diversity and Inclusion outcomes. This will ensure services and solutions are continuously shaped with an inclusive lens.
Canadian Firearms Licensing and Registration
- Program goals
- The Canadian Firearms Licensing and Registration program oversees the administration of the Firearms Act and related regulations. It applies GBA Plus to better inform the implementation of regulatory changes and improvements to service delivery to its clients. In addition, the Canadian Firearms Program integrates a GBA Plus approach throughout the planning, design and delivery of the Canadian Firearms Digital Services Solution to enhance and create greater accessibility of services, and expanding its reach.

In 2025-26, the Canadian Firearms Licensing and Registration program will continue to implement the Canadian Firearms Digital Services Solution, which has been designed to modernize client-facing services by digitizing and migrating existing services to a new online platform. During the transition, services will continue to be designed to ensure clients find them accessible and user-friendly, including on mobile devices. Existing service channels, including phone, mail and paper applications, will remain available for individuals unable to access the digital channel.
In the upcoming year, the Canadian Firearms Program will use data collected during the online application process to improve understanding of user needs and to guide service improvements. Specifically, data from applications under the Aboriginal Peoples of Canada Adaptations Regulations will be analysed and further research conducted to determine how the online process is impacting applicants and service improvements that could be introduced. In northern communities, the program will continue to host women-focused Canadian Firearms Safety Courses, as feedback from participants revealed that the training has opened doors to take part in community-led events while promoting their inclusion in sustenance hunts.
National Cybercrime Coordination Unit

- The National Cybercrime Coordination Centre and the Canadian Anti-Fraud Centre collects victim reports of cybercrime and fraud at a national level, including optional indicators applicable to gender and diversity. Optional victim indicators, such as age, gender, ethnicity and language, are used to inform strategic and operational measures to combat cybercrime, including victim outreach, prevention and other activities.

The National Cybercrime Coordination Centre and the Canadian Anti-Fraud Centre is advancing a new public reporting system for victims of cybercrime and fraud. The system, named the National Cybercrime and Fraud Reporting System, will replace current mechanisms and is planned to be installed in December 2024.
The new National Cybercrime and Fraud Reporting System includes GBA Plus victim indicators on age, gender, ethnicity and language. The indicators are optional and information will begin to be collected with the informed consent of reporting victim, individuals, and organizations. By March 31, 2026, the Program plans to have sufficient data to enable it to report on program impacts by GBA Plus victim indicators for cybercrime and fraud.
Contract and Indigenous Policing
Force Generation
- Program goals
- In 2025-26, Force Generation will work towards improving applicant correspondence, communication, and increasing the frequency of engagement with potential recruits. The program aims to increase recruitment through targeted proactive recruitment events and key marketing campaigns to ensure demographic diversity. In addition, the integration of the Cadet Flexible Posting Plan as part of a holistic approach to recruitment, retention, and career development is prioritized, as well as the implementation of the First Nations, Inuit and Métis Recruitment Strategy and the delivering the Diverse and Inclusive Pre-Cadet Experience program.

Data collected by the program will seek to elevate the examination of gender and employment equity group trends. It will inform the efforts to promote the RCMP as a career of choice amongst Canadians and permanent residents, with a focus on attracting applicants from Women, Indigenous, Black, and other racialized groups.
At present, the RCMP has not established a targeted recruitment initiative that specifically invites 2SLGBTQI+ people to apply, however, as a stakeholder in the Federal 2SLGBTQI+ Action Plan, a strategy will be developed in 2025-26, where the program will collaborate with the RCMP’s PRIDE network to understand what initiatives can be implemented to improve the recruiting process and boost recruitments.
Contract and Indigenous Policing

- Contract and Indigenous Policing Operations Support continues to integrate GBA Plus in its program processes, policies, research, tools and systems for the betterment of an inclusive, safer, and healthier work environment for RCMP officers and employees as well as keeping Canada’s population safe.

In 2025-26, Contract and Indigenous Policing Operations Support will work towards building GBA Plus into the operating processes of the recently created National Independent Officer Review Team. In addition, it will establish an Accessibility Measurement Framework for Contract and Indigenous Policing to track accessibility improvements and gaps that will aid in creating a more accessible workplace, improve the ability to support current employees, as well as recruit and retain a diverse workplace.
Operations Support will update the RCMP’s Records Management System and review and amend its existing policies to collect and analyze race-based data related to those who are in contact with law enforcement as a step to help address systemic racism.
The program will engage with academic researchers, National Indigenous Organizations and Governments, and the public to improve transparency and accountability as body-worn cameras and a digital evidence management system are rolled out on a national scale.
As well, Operations Support will develop a national operational standard on resourcing for the Critical Incident Program and the Emergency Response Team based on internal recruitment survey results and GBA Plus analysis which had identified a number of barriers and recommendations toward improving the program and the recruitment of more diverse candidates.
In conjunction with the Canadian Association of Chiefs of Police, the RCMP program will work towards the finalization of a review of de-escalation police training across Canada. The review will examine whether the training was developed with persons with lived experience of mental illness or crisis, with relevant stakeholders and with a trauma-informed lens. It will also examine whether the training includes components of bias-free policing, trauma-informed approaches and procedural justice. The objective is to share best and promising practices around de-escalation and crisis intervention training, as well as modernize and expand the training, to ensure the RCMP is improving its service to the communities we serve.
Indigenous Policing

- Indigenous Policing supports and develops programs and policies that are culturally responsive to the diverse needs of First Nations, Inuit and Métis Peoples. The program also encourages the recruitment, retention and advancement of Indigenous Peoples to and in the RCMP, and engages with Indigenous organizations and communities to support development of policing programs and policies; and, importantly, to advance reconciliation initiatives across all RCMP divisions.

In 2025-26, Indigenous Policing will pilot an outreach and engagement tool, which will collect baseline demographics from the Indigenous communities the RCMP serves and will allow for future reporting to provide distinctions-based data.
Indigenous Policing will develop a national distinctions-based (First Nations, Inuit, Métis) GBA Plus lens with the intention to eventually apply to all operational and human resources programs, policies and initiatives. This work is being done together with the RCMP GBA Plus Centre of Expertise, as well as National Indigenous Organizations and Governments.
Indigenous Policing will work with Indigenous communities and RCMP Divisions to create distinction-based and uniquely specific Community Profiles. The intention of the profiles is to build a repository where Indigenous communities served by the RCMP, have an opportunity to provide information to the RCMP about their community specifically with a distinctions-based lens, so that community policing is more culturally responsive. Various iterations of “Community Profiles” or “Detachment Orientation Packages” already exist across the RCMP. These efforts aim to create consistency across the Divisions and communities, while ensuring Community Profiles are specific and unique to each community, utilizing a GBA Plus lens.
Provincial/Territorial Policing

GBA Plus is not applied to the agreements themselves, but rather to the various components of providing service that is captured through two of C&IP’s other programs identified already, Operational Support and Indigenous Policing.
