About the Canadian Integrated Response to Organized Crime (CIROC)

  • CIROC is an alliance of national law enforcement agencies and partners created by the Canadian Association of Chiefs of Police (CACP) in 2007.
  • Reporting annually to the National Executive Committee, CIROC brings together 21 agencies and 37 senior operational decision-makers from across the country, representing federal, provincial, territorial, and municipal law enforcement, as well as key government partners like Canada Border Services Agency (CBSA), Canada Revenue Agency (CRA), the Financial Transactions and Reports Analysis Centre of Canada (FINTRAC) and the Criminal Intelligence Service Canada (CISC).
  • At this time, CIROC is co-chaired by the Royal Canadian Mounted Police (RCMP) and the Sûreté du Québec (SQ) and is comprised of representatives from each of the ten provinces (federal, provincial, municipal), one representative from the territories, and includes: the RCMP, CISC, the Combined Forces Special Enforcement Unit of British Columbia, Alberta Law Enforcement Response Team, Vancouver Police Department, Edmonton Police Service, Saskatoon Police Service, Calgary Police Service, Winnipeg Police Service, Ontario Provincial Police, Toronto Police Service, Halton Regional Police Service, Peel Regional Police, York Regional Police, SQ, Service de police de la Ville de Montréal, Halifax Regional Police, Royal Newfoundland Constabulary, FINTRAC, CBSA and CRA.
  • CIROC’s purpose is to detect, pursue, counter and disrupt organized crime through intelligence sharing and to facilitate joint enforcement.
  • Through a secure and trusted forum, CIROC facilitates the sharing of best practices and resources, and enabling a unified approach to tackling criminal networks, their enablers and illicit commodities.
  • CIROC leverages intelligence products from CISC to inform priority setting and operational decisions.

  • 1,068 search warrants executed
  • 386 kilograms of fentanyl/analogues seized
  • 1,200 kg of other opioids seized
  • 8,136 arrests/charges
  • 217 bail breaches
  • $13.46 million in cash
  • 5,983 kg cocaine, 1,708 kg methamphetamine, and 270 kg precursor chemicals
  • In 2025, the Canada Border Services Agency prevented the following quantities of controlled substances from entering Canada: footnote 1
    • 3,000 kg of cocaine
    • 1,700 kg of methamphetamine
    • 2.6 kg of fentanyl (5% from the United States)
