Bay Roberts RCMP arrest man for uttering threats, possession of explosives

Bay Roberts RCMP has arrested 24-year-old Jonah Woodman following the search of a vehicle in Bay Roberts and a residence in New Harbour. Police seized chemicals and explosive materials in the searches. Woodman is facing 13 charges, including uttering threats and offences under the Criminal Code and Explosives Act.

On July 9, 2025, Bay Roberts RCMP responded to a report of bomb threats made to a local business. Officers attended the scene and arrested Woodman without incident for uttering threats.

On July 10, 2025, the RCMP East District General Investigation Section — with the assistance of Bay Roberts and Whitbourne RCMP officers, as well as Explosive Disposal Units from RCMP Federal Policing – Eastern Region and the Royal Newfoundland Constabulary — executed search warrants on a vehicle belonging to Woodman and a residence in New Harbour. The search uncovered chemicals and other materials consistent with the building of homemade explosives, but no assembled devices.

In addition to the charge of uttering threats, Woodman is also charged with:

  • Possession or control of an explosive substance – two counts
  • Possession of an explosive substance with intent to cause an explosion for an unlawful object – two counts
  • Unlawfully make or manufacture an explosive, not in a licensed factory and without authorization under the Explosive Act – two counts
  • Unlawful possession of an explosive, without authorization under the Explosives Act — two counts
  • Unlawfully manufacture unmarked plastic explosives, not for a purpose authorized by the Chief Inspector of Explosives – two counts
  • Unlawfully possess unmarked plastic explosives, not in accordance with the regulations and without lawful authority – two counts

He appeared in Provincial Court on Tuesday and was remanded in to custody.  Woodman appears in court again this afternoon to continue a bail hearing.
