Joint Enforcement Action in Summerside Leads to Multiple Arrests and Significant Drug Seizure

November 24, 2025, members of the Provincial Joint Enforcement Team (JET), with assistance from the Joint Forces Operations (JFO), Summerside City Police, RCMP General Investigation Section (GIS), RCMP Police Dog Services (PDS), and RCMP Digital Forensic Services (DFS), conducted a coordinated operation that resulted in a targeted traffic stop and the simultaneous execution of a search warrant at a residence in Summerside.
During the operation, officers arrested a 44-year-old man and a 33-year-old woman. A search of the residence resulted in the seizure of:
Over 700 grams of cocaine (2240 doses)
Several hundred Dilaudid tablets
A small quantity of crack cocaine
14 cartons of illegal cigarettes
44 year-old Thomas Dale Matthew and 33 year-old Courtney Leah Fogarty have been charged with:
- Possession for the purpose of trafficking cocaine
- Possession for the purpose of trafficking hydromorphone
- Possession for the purpose of trafficking Clonazepam
- Possession of a prohibited weapon (crossbow)
- Possession of a prohibited (automatically opening knife)
Both individuals remain in custody and will appear in Summerside Provincial Court tomorrow.
Chief of the Summerside Police Jason Blacquiere, speaking on behalf of the JET partners, emphasized the importance of the collaborative effort:

The Joint Enforcement Team is a stand-alone policing unit comprised of officers from the Summerside Police Services, PEI RCMP, RCMP Eastern Region Federal Policing, and Kensington Police Services who work to address drugs and organized crime in PEI.
