Two people charged in unregulated cannabis shop investigation

A 41-year-old man and 40-year-old woman face charges after RCMP executed a search at an unregulated cannabis store in Scotchfort.

RCMP began an investigation into an unregulated cannabis store in Scotchfort PEI which led to a search at that property on September 11, 2025. Police seized 143 items including over 6.5 kilograms of bulk dried cannabis, high dose edibles, concentrates, electronic smoking devices products, nicotine pouches and electronic devices. After lab examination of many of these items two people have been charged in connection to this investigation.

Adam Michael Jadis and Melissa Victoria Jadis have been charged with eight offences each including provincial and federal offences:

Federal

•             Possession of Cannabis for the purpose of distributing contrary to section 9(2) of the Cannabis Act

•             Possession of Cannabis for the purpose of selling contrary to section 10(2) of the Cannabis Act

•             Selling Cannabis that could be appealing to a young person contrary to section 31 of the Cannabis Act

•             Possession of unstamped cannabis product contrary to section 158.11 of the Excise Act

Provincial

•             Offering for sale smoking device that contains a prescribed flavouring agent contrary to section 3.1(2) and 8(1)(a)(i) of the Tobacco and Electronic Smoking Device Sales and Access Act of PEI

•             Selling electronic smoking devices contrary to section 4.2 of the Tobacco and Electronic Smoking Device Sales and Access Act of PEI

•             Failing to display a sign with information concerning the sale of electronic smoking devices and their effects contrary to section 6(2)(a) of the Tobacco and Electronic Smoking Device Sales and Access Act of PEI

•             Operating a store that sells cannabis contrary to Section 9(a) and Section 32(a) of the Cannabis Control Act of PEI

They will both appear in Provincial Court in Charlottetown on December 15, 2025.

This investigation was led by the RCMP General Investigation Section with the assistance of Queens District RCMP.

RCMP remind Islanders that the only legal way to purchase cannabis in PEI is at a sanctioned Cannabis PEI location. Just like the sale of alcohol and tobacco, cannabis sales are regulated for customer safety.” Said Cpl Gavin Moore, the Media Relations Officer for the PEI RCMP.
