Lumsden and White Butte RCMP: male arrested after stealing a truck, trailer, and skid-steer

Lumsden RCMP arrested an adult male following the theft of a truck, trailer, and skid-steer in the Grand Coulee and Pense district.
On November 13, 2025 at approximately 3:30 p.m., White Butte RCMP received a report of a theft from a rural property in the Grand Coulee and Pense district. A truck and trailer carrying a skid-steer were reported as stolen to police.
White Butte and Lumsden RCMP responded. With the assistance of Regina Police Service’s Aerial Support Unit, officers located the truck and trailer unit driving northbound on Highway #641 near Lumsden. Officers activated their vehicle’s emergency equipment and initiated a traffic stop. The truck did not stop. It fled from police north towards Lumsden.
For safety reasons, officers set up a tire deflation device near Lumsden. The suspect vehicle ran over it, deflating tires on both the truck and trailer. The truck and trailer unit continued to drive into the Town of Lumsden where it later came to a stop. The driver and sole occupant of the truck exited the vehicle and fled on foot. The male was arrested by Lumsden RCMP.
47-year-old Randy Heilman from the RM of Lumsden is charged with:
- three counts, possession of property obtained by crime over $5000, Section 354(1)(a), Criminal Code;
- one count, operation while prohibited, Section 320.18(1)(b), Criminal Code;
- one count, dangerous operation of a motor vehicle, Section 320.13(1), Criminal Code;
- one count, resist/obstruct peace officer, Section 129(a), Criminal Code; and
- one count, flight from peace officer, Section 320.17, Criminal Code.
Randy Heilman appeared in Regina Provincial Court on November 14, 2025.
White Butte and Lumsden RCMP continue to investigate.
