Saskatchewan RCMP charges two males after cocaine, weapons are seized in Lloydminster

Saskatchewan RCMP has charged two men after seizing cocaine and weapons in Lloydminster.

On December 15, 2025, Saskatchewan RCMP executed a search warrant at a business and an apartment in Lloydminster in relation to an ongoing investigation.

Officers located and seized approximately 20 grams of cocaine, a sum of cash, three firearms, ammunition, a conducted energy device, a baton and IDs that did not belong to the occupants of the apartment/business.

Two adult males were arrested in Kitscoty, AB in relation to this investigation. Further investigation determined the individuals were providing security services under the company name ‘Tribal Land Division Incorporated’ and/or ‘Tribal Land Enforcement Division’ without a license.

As a result of continued investigation, 25-year-old Carlietto Santoro and 30-year-old Darwin Fernandez Quispe, both from Edmonton, are each charged with:

- one count, possession of cocaine, Section 4(1), Controlled Drugs and Substances Act;

- one count, weapons trafficking, Section 99(1), Criminal Code;

- one count, unauthorized possession of a prohibited weapon, Section 91(2), Criminal Code;

- one count, careless storage of a firearm, Section 86(1), Criminal Code;

- one count, possession of a weapon for a dangerous purpose, Section 88(1), Criminal Code;

- one count, illegal possession of government documents, Section 56.1(1), Criminal Code; and

- one count, act as a security guard without a license, Section 5(1), Private Investigator and Security Guard Act.

Carlietto Santoro is also charged with one count, provide security guard service without a license, Section 6, Private Investigator and Security Guard Act.

Both accused are scheduled to appear in Lloydminster Provincial Court on January 21, 2025.
