Federal investigators dismantle dark web drug network, track suspect to Germany

A four-year investigation into a drug trafficking network has resulted in multiple charges against a man who evaded police, but who was extradited back to Canada this week.
Federal Policing Pacific Region (FPPR) Drugs and Organized Crime (DOC) investigators travelled to Germany to escort the 29-year-old man back to Canada after being arrested by German authorities in February following a Canada-wide warrant and Interpol Red Notice.
On October 14, 2025, the Public Prosecution Service of Canada approved 11 charges against Isaac Oliveira Scott that include five counts of trafficking in a controlled substance, one count of possession for the purpose of trafficking and five firearms-related offences.
The investigation started in December 2022 when police became aware of a group utilizing crypto currency, the dark web and Canada Post to facilitate the sale and distribution of illegal drugs and counterfeit pills containing fentanyl across Canada.
A search warrant executed at a Lower Mainland residence in February 2024, resulted in the seizure of stolen firearms, ammunition, fentanyl, cocaine, methamphetamine, drug paraphernalia fraudulent identification documents and Canadian currency. Oliveira Scott was arrested and later released pending further investigation.
It’s believed that Oliveira Scott left Canada in May 2025, prior to charges being laid. Once charges were laid, FPPR DOC investigators issued a Canada-wide warrant for his arrest.
“Suspects may evade police to avoid prosecution, but this file represents the tenacity of federal investigators working with international law enforcement partners to ensure those who are charged in Canada will eventually be caught,” says Federal policing Media Relations Officer Corporal James Bennett.
“This investigation was remarkably complex in that the suspect(s) went to great lengths to shield identities by hiding behind the dark web. It was a sophisticated enterprise that shipped all manner of illicit drugs across the country,” he adds.
A second man was charged in August 2025 in the same FPPR investigation. Treshaun Thompson is charged with six counts related to drug trafficking and possession of an identity document without lawful excuse.
FPPR is aware that Mr. Thompson, 28, was reported missing and was last seen in the Rockland neighbourhood in the City of Victoria on September 9, 2025. The Victoria Police Department (VicPD) missing person investigation into Mr. Thompson’s whereabouts remains active.
VicPD investigators ask that anyone with information about Mr. Thompson’s whereabouts contact the EComm Report Desk at 250-995-7654, extension 1, and reference VicPD file 2025-37262. At this time, there is no known link between the FPPR investigation and the VicPD missing person investigation.
