A new Halloween safety video released by Richmond RCMP highlights how one reckless decision involving alcohol and fireworks can quickly turn a fun night into a preventable tragedy.

The video follows a young trick-or-treater who witnesses a dangerous incident involving underage drinking and fireworks before seeking help from police. Through the story, the video reminds families, youth, and drivers of the important role they play in keeping Halloween safe.

“Halloween should be a night filled with fun memories, not preventable injuries,” said Corporal Bryson. “Whether you're trick-or-treating, attending a party, or driving through the community, we all have a responsibility to make safe choices. A single reckless decision can have consequences that last a lifetime.”

Richmond RCMP will have an increased police presence throughout Halloween and reminds the public:

  • Fireworks pose a serious risk of injury and fire. In Richmond, the sale, possession, and use of fireworks are prohibited without a permit
  • Underage drinking and open alcohol offences will be enforced.
  • Drivers should be extra cautious and watch for children crossing roads, especially after dark.
  • Trick-or-treaters should wear reflective clothing, carry flashlights or glow sticks, and remain visible to motorists.

The Halloween safety video is embedded below and can also be viewed on Richmond RCMP social media channels.

“Suspicious activity reported at your location. Stay alert.”

[An unknown shadow passes in front of the officer.]

“It’s the police! Come out!”

[The officer turns her attention forward.]

[The officer shines her flashlight on a doll.]

[The officer bends down to get a better look at the doll.]

[The doll stares back at her.]

[As the officer observes the doll, a clown figure rises up behind her.]

[The officer turns to look behind her.]

[The officer gets up and sees the child dressed as a clown.]

“Woah!”

[The officer speaks to the child.]

“What’s going on? What are you doing in here?”

[The child responds sadly.]

“I came here to hide.”

[We go into a flashback of the kid trick-or-treating. He holds out a bag for candy at someone's door.]

“Trick-or-Treat!”

[The homeowner puts candy in the boy's bag.]

“Thank you!”

[The boy happily leaves with his candy.]

[At the same time, three teenagers walking down the street while drinking see the boy in the clown costume.]

“Hey! Nice costume, clown boy!”

[The young boy looks nervously in their direction.]

[Another teen taunts the boy.]

“Yeah! Tell us a joke!”

[The boy walks faster, trying to get away from them.]

“Where ya going? You’re gonna miss our firework show.”

[A teen takes out a firework from a firework box.]

[The teen lights the firework.]

[The fuse sparkles as the teens' excitement rises.]

[The boy looks back at the group.]

[The firework explodes in a teenager’s face.]

“It burns!”

[The boy runs away, scared.]

[The boy runs into a barn to hide.]

[The flashback ends and the boy is speaking to the officer in the barn.]

“I don’t want to go out there.”

[The officer turns to speak to camera.]

“Halloween should feel safe for everyone.”

[The officer stands next to the boy.]

[The officer speaks to camera.]

“That is why we’re increasing our presence and patrols on Halloween.”

[Outside, two officers respond to the injured teen.]

[An officer brings out a medical kit and prepares to treat the teen’s wounds.]

“Parents, remind your kids that fireworks and underage drinking is illegal and not worth the risk.”

[The teen is in pain. There is a large burn on his face.]

[The officer bandages the wounds on the teen's arm.]

[The officer speaks into his radio.]

“I need an ambulance to my location now!”

[Back in the barn, the other officer speaks to camera again.]

“One reckless decision can change their life forever.”

[Outside, an officer watches as the teens pour out their drinks.]

[The teens finish pouring out their drinks.]

“Laws against open alcohol and fireworks will be enforced.”

[One of the teens turns over the box of fireworks to the officer.]

[The officer takes the box.]

[Two of the teens sit in the back of a police car.]

[The officer closes the car door.]

[In the barn, the boy speaks to camera.]

“If you’re driving on Halloween, watch out for us kids.”

[The kid shows the reflective tape on his costume.]

“I wear reflective gear so I’m visible in the dark.”

[The kid points to glow-in-the-dark bracelets on his wrist.]

[The officer speaks to camera next to the boy.]

“Let’s work together and make sure that Halloween is safe and fun for everyone.”
