West Kelowna RCMP are investigating a concerning report involving a teenage girl who was reportedly chased while walking in the community by an unknown person dressed in a costume resembling the Cat in the Hat.
The youth was able to reach her residence safely. Police are investigating the circumstances surrounding the incident and are seeking to identify the individual involved.
While wearing a costume is not, in itself, a criminal offence, following or pursuing another person in a manner that causes them to reasonably fear for their safety may constitute criminal harassment, depending on the circumstances and evidence gathered during the investigation. Other potential offences, including assault, uttering threats or intimidation, may also be considered where the evidence supports them.
“Regardless of whether the individual intended the behaviour as a joke, following a young person and causing them to fear for their safety is extremely concerning,” said Cpl. Gerrits of the West Kelowna RCMP. “People should understand that behaviour intended as a prank can have serious consequences when it causes another person to reasonably fear for their safety.”
Police are reminding parents and youth that if they believe they are being followed or pursued, they should move toward a safe, populated location, contact a trusted adult and call 911 if they are in immediate danger.
Anyone who witnesses suspicious behaviour or has information that may assist investigators is asked to contact the West Kelowna RCMP at 250-768-2880. Information can also be provided anonymously through Crime Stoppers.
West Kelowna RCMP encourage anyone who may have relevant doorbell, security or dash camera footage from August 24, 2026 at approximately 9:00pm from the 2000 block of Shamrock Dr to contact police.
