RCMP housing and facilities

The RCMP provides policing in many remote and northern locations, often in areas with limited or no housing available. Having a mobile workforce and providing policing in remote locations requires the RCMP to own and lease approximately 1,600 houses.

A Housing Strategy is being developed to allow the RCMP to prioritize investments that will maintain a sufficient inventory of suitable housing that is designed to remove barriers and to ensure that facilities are inclusive and accessible by everyone.

Update

The RCMP Training Academy (Depot) continues to action recommendations from the analysis of the inclusive design of the built environment at Depot. Changes are already completed in some buildings, including the installation of shower dividers and curtains in previously open shower areas in 20 dorms and the Operational Conditioning Building. Depot has begun hiring equity, diversity and inclusion advisors who will develop communications products to ensure that key people are equipped to champion impactful, positive conversations with other employees about the need for, and specifics, of the inclusive facilities guidelines.

A memorandum of understanding was signed with Accessibility Standards Canada to work closely in reviewing real property policies and guidelines to ensure RCMP meets the requirements of the Accessible Canada Act and ensure all facilities are without barriers by 2040.

Additionally, a RCMP housing strategy is being developed in conjunction with other key stakeholders and will be developed as part of a broader real property portfolio strategy.

Update

The RCMP continues to examine the recommendations of the review of the RCMP Cadet Training Academy. The findings and recommendations from this review, along with employee feedback, will guide upgrades and inform evidence-based national guidelines for inclusive design in new and existing RCMP infrastructure.

At the national level, the RCMP recently completed a project to establish a Net-Zero Carbon common design for small-sized detachments. The design includes a gender-inclusive locker room and showers, as well as accessible washroom areas for staff and the public. These designs will be used as a starting point for the creation of future detachments of this size across Canada.

Update

Following a review of key facilities at the RCMP Cadet Training Academy, inclusive design best practices and lessons learned will be used to inform the development of guidance for inclusive design in RCMP facilities, and explore improvements to RCMP facility design standards for new and existing RCMP infrastructure.

The final report includes 37 recommended guideline standards to address the needs of people with disabilities, people of various religions and gender diverse people. A work plan is being created to support planning and prioritization. This plan will begin implementation during 2022-23 fiscal year and will continue to be updated during building renovations or new building design.

Communications products will also be developed by the external consultant. These communications will ensure that key people are equipped to engage in impactful, positive conversations with other employees about the value and meaning of inclusive facilities.

The findings of the report will also inform the development of evidence-based national guidelines for inclusive design in new and existing RCMP infrastructure.
