Summary - Report on the Management of the RCMP Conduct Process 2023

Why this report

In 2008, the Minister of Public Safety issued the Ministerial Directive on the RCMP Disciplinary Process. The directive requires the RCMP to complete annual reports on the management of the RCMP discipline process.

What we did

The report outlines achievements, structure and processes governing the management of formal discipline within the RCMP, provides data and identifies common trends, describes successes and challenges, and outlines strategies to be engaged to resolve the challenges in the following year.

What we found

The findings demonstrate that:

  • less than 2% of all members were involved in the conduct process
  • “discreditable conduct” remains the most reported contravention
  • conduct measures imposed by category (remedial, corrective, serious) has remained consistent

In 2023, the RCMP implemented the renewed core values which guide member conduct, continued to implement the recommendations stemming from the expert review of conduct measures and began exploring different ways to increase transparency in the conduct process while also respecting privacy legislation. The RCMP will continue to monitor conduct data and trends to find new and innovative methods to increase awareness and prevention of misconduct.

There is important work that still needs to be done towards strengthening the conduct process but we are taking necessary actions to better demonstrate that serious misconduct is being addressed promptly and appropriately. This will support the RCMP’s efforts to meet the public’s expectations for greater efficiency, responsibility and accountability from its national police service.
