Summary – Report on the Management of the RCMP Conduct Process 2024

Why this report

In 2008, the Minister of Public Safety issued the Ministerial Directive on the RCMP Disciplinary Process. The directive requires the RCMP to complete annual reports on the management of the RCMP discipline process.

What we did

The report outlines achievements, structure and processes governing the management of formal discipline within the RCMP, provides data and identifies common trends, describes successes and challenges, and outlines objectives for the year ahead.

What we found

The findings demonstrate that:

  • less than 2% of all members were involved in the conduct process
  • “discreditable conduct” remains the most reported contravention
  • There is a trend towards more serious disciplinary outcomes

The work to modernize the RCMP’s approach to member conduct continued in 2024 and a significant milestone was achieved with the introduction of the modernized Conduct Measures Guide.

Other key advancements included the adoption of presumptive dismissal for serious sexual misconduct and the ongoing enhancement of support mechanisms for individuals affected by misconduct.

The creation of specialized legal support positions also integrates legal knowledge into every stage of the conduct process and helps promote fairness, minimize risk, and enables thoughtful, informed decisions.
