The Database centralizes information that has already been made public by a police service or public authority in Canada to raise awareness about the presence of high-risk child sex offenders in communities across the country. The Database allows the public to take appropriate precautions in those identified areas.

Only the offenders deemed as high-risk of committing a crime of a sexual nature are included in the Database. This determination is made by the respective provincial and territorial authorities.

The type of profiles included

The High Risk Child Sex Offender Database contains information about individuals who have been convicted of a sexual offence against a child and who pose a high risk of committing crimes of a sexual nature. It is maintained by the RCMP.

Provinces and territories are responsible for identifying and submitting offenders for inclusion in the Database, as well as ensuring the accuracy of the information provided. The RCMP, in collaboration with the provinces/territories, will conduct regular reviews, to assess and verify the accuracy of offender profiles contained in the Database.

Each offender profile may include:

  • Their given name, surname, and any aliases 
  • Their date of birth
  • Their gender
  • Their physical description, including any distinguishing marks
  • A photograph
  • A description of offences they committed
  • Any conditions
  • Their city, town, municipality or other district

How the Database is administered

The High Risk Child Sex Offender Database is administered by the RCMP.

There is no deadline to how long people will be featured on the Database. Individuals will remain on the Database as long as they meet the criteria for inclusion as identified in the High Risk Child Sex Offender Database Act. They are:

  • the individual was convicted for a sexual offence against a child
  • the individual was deemed by the province/territory as high risk of committing crimes of a sexual nature
  • the province/territory issued a public notification warning the public about this particular individual's risk.

There is a mechanism in place for the RCMP to review disputes and decide whether there are reasonable grounds to remove information about an individual included in the Database.

Legislative authority

The High Risk Child Sex Offender Database Act came into force on December 31, 2024 which required the RCMP Commissioner to establish and maintain a publicly accessible database featuring information about people who have been found guilty of sexual offences against children and who pose a high risk of committing crimes of a sexual nature.
