On May 18, 2026, at 5:15 p.m., a Manitoba RCMP Traffic Services officer initiated a traffic stop on a speeding vehicle travelling north on Highway 17, in the RM of Fisher.
The vehicle was travelling 126 km/h in a 100 km/h zone. When the officer approached, he observed two adults in the front seats and four children — all under 12 — seated in the back. None of the children were wearing seat belts or secured in an appropriate car seat.
Provincial law requires children to remain in booster seats until they’re at least 4-foot-9, weigh 80 pounds or be at least nine years old. Car seats provide additional protection for children because they ensure they are elevated, allowing the vehicle’s seat belt to fit properly over their bodies.
The driver, a 29-year-old male from Peguis First Nation, was served with four traffic tickets totalling $1,190 in fines, including:
- Speeding;
- Driving a motor vehicle on a highway when a person younger than 18 years of age is not wearing the seat belt provided for the seating position occupied;
- Driving a motor vehicle when a child passenger of an age, weight or height requiring the use of a child restraining device is not properly seated and restrained in such a device in accordance with regulatory requirements; and
- Driving a motor vehicle on a highway when there are more persons in it than seating positions for which seat belts have been provided.
“Summer is almost here, which is usually a busy time of year on our roads and highways,” said Sgt. Mark Hume, of the Manitoba RCMP Traffic Services. “It can also be a time of year when more collisions occur, so it’s very important that everyone buckles up when inside a vehicle – especially children.”
