RCMP Federal Policing, Eastern Region announces the arrest and laying of charges against an individual who allegedly promoted the violent ideology of terrorist entity 764 through a group on Telegram.
According to the investigation conducted by the Integrated National Security Enforcement Team, Jeffrey Roussel, 26, from Québec City, allegedly promoted and published graphic, violent and highly disturbing content. He is believed to have distributed this material online with the aim of inspiring and recruiting others. His victims, who have not yet been identified, are mainly teenagers.
He is facing the following charges under the Criminal Code:
- Participation in activity of terrorist group (s. 83.18)
- Facilitating terrorist activity (s. 83.19)
- Commission of offence for terrorist group (s. 83.2)
He appeared this morning at the Québec City courthouse.
764 terrorist network
The 764 network is a transnational network that promotes ideologically motivated violent extremism. This group actively targets children and teenagers on online gaming or social media platforms and popular mobile apps such as Discord, Telegram, Roblox and Minecraft. Its objective is to manipulate, recruit and radicalize youth to commit violent acts, both online and offline, by disseminating propaganda and discourse that promotes violent extremism.
