Hong Kong National pleads guilty to smuggling methamphetamine

A woman pleaded guilty to smuggling methamphetamine through the Vancouver International Airport to Japan following an RCMP Federal Policing Pacific Region (FPPR) investigation.

On May 5, 2025, Canada Border Services Agency (CBSA) officers at the Vancouver International Airport intercepted the drugs as the passenger, Wai Chi Leung, 32, attempted to board a flight to Japan. CBSA discovered 63 vacuum sealed packages of methamphetamine, weighing 6.28 kilograms, that were inside Leung’s suitcase. Leung, a Hong Kong National, was subsequently arrested by the FPPR Border Integrity Unit who initiated an investigation into the incident. 

On June 16, 2026, Leung was sentenced in B.C. Provincial Court to the charge of Possession for the Purpose of Exporting contrary to Section 6(2) of the Controlled Drug & Substances Act and received a sentence of over four years. 

“This investigation and its result demonstrate how important our partnerships are with CBSA and international policing agencies to stop the flow of drugs through our land and air borders,” says Staff Sergeant Gene Hsieh of the Border Integrity Unit at YVR. “We also hope this sends a strong message to anyone who might consider smuggling drugs through our airports—there is very good chance that you will be caught.” 

“This seizure of 63 vacuum-sealed packages of methamphetamine destined for Japan demonstrates the strong collaboration between the CBSA and the RCMP to intercept drugs at our border and hold smugglers accountable,” says Ana Maria Coutu, Director, Vancouver International Airport, Canada Border Services Agency, Pacific Region. “Our officers are protecting Canadians by stopping those who try to exploit are border for criminal gain.”

The RCMP’s FPPR Border Integrity Unit at Vancouver International Airport, is a frontline investigative and interdiction body with a mandate that spans international and domestic jurisdictions.

The great work of the FPPR Border Integrity Unit in responding and advancing this file resulted in a successful outcome.
