Terrorist threat: man charged

Federal Policing Eastern Region is announcing charges laid against Louay Angoud, 24, from Québec City for terrorism-related offences. According to the investigation conducted by the Integrated National Security Enforcement Team, he intended to carry out at least one attack on behalf of the Islamic State. In particular, he is alleged to have communicated online with members of a terrorist group and gathered information to build a chemical weapon that could be used to poison Canadian citizens. He is charged with the following:

• Using or possessing property for terrorist purposes (CC 83.04)
• Commission of offence for terrorist group (CC 83.2)
• Participating in activity of a terrorist group (C.cr. 83.18)
• Possession of weapon for dangerous purpose (C.cr. 88.1)

Mr. Angoud is scheduled to appear today at the Montréal courthouse.
