RCMP Federal Policing – Eastern Region provides sentencing update in online harassment investigation

RCMP Federal Policing – Eastern Region’s National Security Enforcement Section of Newfoundland and Labrador welcomes the guilty plea and sentencing of 41-year-old Kagan Erich Roy in relation to threats made against a Russian Ambassador to Canada in 2022.

In late 2022, the RCMP was notified of unwanted email communications received at the Russian Embassy in Ottawa, Ontario. These emails contained threats directed towards the Russian Ambassador and their family.

With the assistance of RCMP Integrated National Security Enforcement Team (INSET) in Ottawa and provincial policing partners, the suspect was identified as Kagan Erich Roy. 

On January 6, 2023, members of the RCMP’s NSES-NL arrested Roy in relation to the ongoing criminal investigation. 

In March 2026, Roy pled guilty to Criminal Code charges of criminal harassment and uttering threats in relation to this incident.

On June 9, 2026, Roy received 24-month Conditional Sentence Order (CSO), containing strict conditions imposed by the courts. The CSO will then be followed by a 36-month probation period.
