Biographies

Dan Morrow

Dan Morrow
Officer in Charge, Criminal Operations

Chief Superintendent Morrow, who has a diploma in instrumentation technology and a certificate in executive leadership, joined the RCMP in 1992. His 11 postings include roles in contract policing, traffic services and federal policing.

He has worked in urban, rural and fly-in locations, and spent nearly two decades serving in First Nation communities.

From 2002 to 2021, Chief Superintendent Morrow was a Detachment/District Commander; he developed community policing priorities and was responsible for operational and administrative functions.

Chief Superintendent Morrow has participated in numerous local, provincial, and national committees that focused on the development of equity, diversity, inclusion, and reconciliation strategies within the RCMP.

Sean Auld

Sean Auld
Officer in Charge, Support Services

In 2018, Superintendent Auld came to the RCMP from the Halifax Regional Police (HRP), where he served for 28 years, two of which were on secondment to the RCMP in Ottawa.

During his time with HRP, he served as an investigator in various units. In 2011, he was promoted to Officer in Charge of Central Division and assigned as the Officer in Charge of the Public Safety Unit.

While at HRP, Superintendent Auld implemented a restorative justice-based program that saw persons charged with trafficking offences offered life and vocational skills.

From 2013 to 2015, Superintendent Auld served as the Officer in Charge of HRP's Operational Support team. And in 2016, he served as the Operational Planning Officer before being seconded to Federal Policing, International Program, as the Director of Peace Operations.

In 2019, Superintendent Auld transferred to Halifax District as the West Operations Officer. In 2020, he transferred to the position of Officer in Charge of Operational Policy.

Jason Popik

Jason Popik
Officer in Charge, Southwest Nova District

After graduating from Depot in 1996, Superintendent Popik was posted to Alberta, where he worked general duty. In 2001, he transferred to Alberta's Major Crime Unit. He then moved to Edmonton's Major Crime - Project KARE Unit, where he gained extensive experience in serial homicide investigations.

In 2006, Superintendent Popik was promoted to Corporal in the St. Albert Detachment General Investigative Section. And in 2009, he promoted to Sergeant, leading the Detachment's operational and support units.

In 2012, Superintendent Popik transferred to Alberta's Covert Tactical Operations team, where he was the Undercover Backstopping Coordinator for the northwest region. He later promoted to Officer in Charge of Covert Tactical Operations.

Superintendent Popik, who taught within the National Negotiators Course between 2009 and 2014, arrived in Nova Scotia in 2016. He was the East Operations Officer for Halifax District before assuming both the East and West Operations Officer roles, where he led general duty operations for the District.

In 2019, Superintendent Popik assumed the role of Nova Scotia's Federal Policing Criminal Operations Officer. He oversaw all aspects of the Federal Policing Branch in the province, including the management of multi-jurisdictional files, before becoming the Officer in Charge of Southwest Nova District in 2024.

John Duff

John Duff
Officer in Charge, Halifax Regional Detachment

Chief Superintendent Duff was born in Halifax and joined the RCMP in 1990 after graduating from Acadia University with a degree in biology. He was posted to Manitoba, where he spent the majority of his career. He has worked in nine Manitoba detachments, including four limited duration posts, and has served as a District Advisory Non-Commissioned Officer and a District Operations Officer.

In 2006, he was commissioned and posted to Ontario, where he served for more than three years before returning to Manitoba in 2011 as the Officer in Charge of Thompson Detachment.

In 2018, after retiring from the RCMP as the Officer in Charge of Support Services, he accepted the position of Director of Protective Services for the City of Selkirk. His commitment to public safety and policing excellence ultimately drew him back to the RCMP in 2020, when he rejoined at the rank of Inspector to serve as Officer in Charge of Selkirk Detachment.

His leadership and dedication led to a promotion to Superintendent as Manitoba East District Commander in 2021, where he served for four years before returning to Nova Scotia.

With 35 years of service, Chief Superintendent Duff has established a career defined by dedication to general duty and district policing. As a third generation Mountie, he continues a proud family tradition of service, following in the footsteps of both his father and grandfather.

Dustin Ward

Dustin Ward
Officer in Charge, Northeast Nova District

Superintendent Ward joined the RCMP in 2001. From Depot, he was posted to New Brunswick, where he worked in general duty policing in Perth-Andover, Tobique First Nation and Woodstock.

In 2007, Superintendent Ward returned to Depot as a Cadet Training Facilitator, and in 2009, he promoted to Corporal as a Team Leader in the Police Driving Unit.

In 2010, he transferred to Nova Scotia and worked as a Detachment Policing Supervisor in Indian Brook.

In 2012, Superintendent Ward returned to New Brunswick and was promoted to Sergeant at the Elsipogtog Detachment. He later transferred to the Northwest Territories, where he became Staff Sergeant and the Detachment Commander.

In 2019, Superintendent Ward transferred to Saskatchewan Headquarters and worked as a District Advisory non-commissioned officer with the South District Management Team. In 2020, he was commissioned and became Officer in Charge of the Northwest Region Departmental Security Section. Two years later, he transferred to the Division's Contract Support Services Officer in Charge position and then became the Officer in Charge of Indigenous Policing Services.

Dave Chubbs

Dave Chubbs
Officer in Charge, Federal Policing

Superintendent Chubbs, the Federal Policing Officer for the Eastern Region in Nova Scotia, joined the RCMP in 1991.

Working in British Columbia, Newfoundland and Labrador and Nova Scotia at the municipal, provincial and federal levels, Superintendent Chubbs gained experience in federal policing, contract policing and specialized policing services.

Superintendent Chubbs has served as a Detachment Commander, non-commissioned officer in charge of Specialized Teams and Executive Officer to the Nova Scotia RCMP’s Commanding Officer.

He has led provincial, national and international organized crime investigations and continues to work with internal and external partners on a strategic approach to modernizing federal policing initiatives.

Meaghan Stewart

Meaghan Stewart
Director, Administration and Personnel

Ms. Stewart graduated from Saint Mary’s University and Mount Saint Vincent University before joining the RCMP in 2006, beginning her career in Strategic Communications and Media Relations with postings across municipal, provincial, and federal policing.

She spent five years in Yukon with the federal and municipal communications teams while also volunteering with youth programs in two northern communities.

Ms. Stewart returned to Nova Scotia to serve as co-logistics lead for the RCMP Emergency Operations Centre during COVID-19 and the mass casualty response, coordinating major resource deployments across the province.

She later managed the Division’s Operations Strategy Branch, overseeing Strategic Planning, Business Intelligence, and Integrated Risk and Review Services, and leading the implementation of risk-based methodologies for workload analysis and internal audits.

Ms. Stewart is the recipient of the Queen’s Platinum Jubilee Medal and the King’s Coronation Medal for leadership, service, and dedication during her tenure in the Emergency Operations Centre.
