Man arrested after stolen vehicle crashes in Richmond

On September 16, 2026, at approximately 7:40 a.m., Prince District RCMP responded to a report of a stolen vehicle in Emerald, P.E.I. A 26-year-old man was later arrested with the assistance of a police drone and Police Dog Services after the stolen vehicle crashed in Richmond.
The vehicle was reported stolen earlier that morning. Over the following hour, police received several traffic-related complaints involving the vehicle being driven in a dangerous manner. Officers located the vehicle; however, when the driver fled, police discontinued their pursuit in the interest of public safety.
At approximately 9:00 a.m., RCMP received a report that the vehicle had crashed into a ditch in Richmond. The driver fled the scene on foot but was located and arrested a short time later with the assistance of a police drone, ankle monitoring system and Police Dog Services.
Dallas Dwayne McLean has been charged with:
- Theft of motor vehicle
- Flight from peace officer
- Dangerous operation of a motor vehicle
- Failure to comply with release order conditions
McLean is in custody and will appear in court for a remand hearing.
“When officers located the stolen vehicle, the driver's actions created a significant risk to other road users. In the interest of public safety, officers disengaged and continued the investigation through other means. Following the crash, RCMP members, assisted using a drone, ankle monitoring and Police Dog Services, quickly locating and arresting the suspect. This incident demonstrates how technology and specialized policing resources can help us safely bring investigations to a successful conclusion.” Said Chief Superintendent Kevin Lewis Commanding Officer of the PEI RCMP.
