Saskatchewan RCMP continue to investigate the homicide on Red Earth Cree Nation that led to a dangerous person alert on October 15, 2026.

On October 15, 2026 at approximately 1:45 p.m., Carrot River RCMP received a report of an injured male at a residence on Red Earth Cree Nation. Officers immediately responded and located the male, who was declared deceased by EMS at the scene. 

Saskatchewan RCMP issued a dangerous persons alert at approximately 3:37 p.m. on October 15 following a determination that there was potential imminent risk to public safety on Red Earth Cree Nation and the surrounding area. That dangerous persons alert was cancelled at approximately 8:10 p.m. as investigation determined there was no longer an imminent risk to public safety.

At this time, the suspect has not been arrested. The suspect was described to police as a male, who is 5 feet tall, and was last seen wearing a Canada Goose vest and sweatpants. Saskatchewan RCMP’s Homicide Investigation Unit are actively working to identify and locate the suspect. If a renewed public safety risk is identified, we will notify the public.

The deceased male has been identified as 34-year-old Billy Whitecap from Red Earth Cree Nation. Saskatchewan RCMP’s Homicide Investigation Unit is releasing the name of the victim to help further the investigation. Continued investigation has determined the male’s death is considered a homicide. 

Saskatchewan RCMP’s Homicide Investigation Unit is asking anyone who lives on Red Earth Cree Nation to check their security cameras and doorbell cameras between 1:00 p.m. and 3:00 p.m. on October 15. If your device captured images or videos of suspicious activity, please report it to police immediately. Information can be reported to your local police service by calling 310-RCMP. In the case of an emergency, call 9-1-1.

Saskatchewan RCMP remain on Red Earth Cree Nation and advise there will be an increased police presence in the area for an undetermined amount of time.
