Tracking RCMP progress on Bastarache Report recommendations

The numbers above represent the total number of RCMP action items, ones that the RCMP is leading that contribute to implementing recommendations from the Bastarache report. There are other recommendations that may not fall solely to the RCMP to implement, or may fall outside of our mandate or purview.

This page allows you to monitor the RCMP's progress on advancing recommendations from the Report of the Independent Assessors for the Merlo-Davidson Settlement (Bastarache Report).

About this information

The information is organized into action items that address various Bastarache Report recommendations. Each action item includes a summary as well as the latest details on steps being taken to advance our work.

If an action item relates to one in "Taking action: The RCMP's strategy for implementing the Mass Casualty Commission Final Report recommendations", this is indicated. Please refer to the Mass Casualty Commission (MCC) tracker for more information on those MCC action items.

The Bastarache action items can be filtered by:

  • recommendation theme: search for RCMP actions within the Bastarache Report themes, lettered A to P
  • specific recommendation: search for RCMP actions on select Bastarache Report recommendations. Note that in the report itself, the 52 recommendations are not numbered. The RCMP has applied numbers to the order of the recommendations in each lettered theme.
  • recent updates: search for RCMP actions in a specific date range
  • status: search for action items according to their status

The status options are:

  • complete: our efforts on this action item are complete, but we will continue to monitor actions
  • in progress: work is currently underway on this action item

Why are these themes different than those in the Mass Casualty Commission tracker?

The themes used in this tracker are directly from the Bastarache Report to highlight specific issues of interest. Most of these themes align with broader themes identified in other external reviews and reports on the RCMP, specifically those related to culture and accountability, training, and resourcing and recruitment.

Why is the number of action items not equal to the number of Bastarache Report recommendations?

The numbers on this page represent specific RCMP action items.

Our approach is to measure progress against the Bastarache recommendations by theme and action item.

  • An action item under any particular theme could address more than one recommendation.
  • Some recommendations may fall outside the RCMP’s ability or authority to address on its own. These recommendations will be explored in position notes, to explain the context, identify linkages to existing action items, and what additional actions the RCMP may take to strengthen its response.
  • The position notes will be available via the Bastarache Report progress hub
  • Action items may also be modified, removed, or added as we continuously evaluate our efforts. Some action items may also be delayed as we seek additional resources or authorities.

Users can filter by date to easily see the most recent information.

When new information is added to the page, we will add an update summary at the top of the page. We may also post from our national social media accounts or issue news releases, depending on the nature of the updates.
