Client and partner survey results 2022-23

In fiscal year 2022-23, all three groups surveyed continue to report that the RCMP is important to the safety of Canadians (public: 86%; contract partners: 98%; policing partners and stakeholders: 96%).

Satisfaction with the RCMP remains strong among contract partners (from 83% in 2021-22 to 85% in 2022-23) and increased for members of the public (from 57% in 2021-22 to 62% in 2022-23). However, overall satisfaction decreased for policing partners and stakeholders (from 87% in 2021-22 to 77% in 2022-23).

Our contract partners report that we serve with excellence (86%) and respect (83%), as do our policing partners and stakeholders (serve with excellence: 79%; respect: 77%). These groups also report that they have trust and confidence in the RCMP (contract partners: 84%; policing partners and stakeholders: 75%). We do have feedback, though, about where our operational work could improve.

Members of the public who directly interacted with the RCMP in the past year reported their interactions as respectful (81%) and fair (80%). Among members of the public overall, though, evaluation of the RCMP was less positive (respectful: 53%; integrity: 51%).

Listening to our communities, what we learned

Attitudes towards the RCMP are generally positive and have slightly increased for the public and our contract partners compared with 2021-22. On the other hand, the overall results from our policing partners and stakeholders have declined. However, their opinions on the RCMP contributing to safer Indigenous communities and advancing reconciliation with Indigenous Peoples have become more positive (safer Indigenous communities: rose from 55% in 2021-22 to 59% in 2022-23; advancing reconciliation: rose from 48% in 2021-22 to 51% in 2022-23).

How we're using these results

These surveys are a key element of our commitment to accountability. The results give us information about:

  • how Canadians and our contract and policing partners perceive us,
  • where they find value in our services, and
  • where we are falling short of their expectations.

The RCMP is committed to improving equity, advancing reconciliation, addressing systemic racism, and increasing accountability, trust and confidence in the organization. These commitments are supported by fostering a healthy and inclusive RCMP that reflects the diversity of the communities it serves.

We have heard the concerns expressed from these surveys and from many other sources in recent years. The year 2023 was the RCMP’s 150 anniversary. Leading up to 2023, we put in place a strategic plan for modernization that focused on improving our culture, people, stewardship and policing services.

In the 2022-23 Client and Partner Survey results, we have some information about the extent to which we are reaching those goals. For example, we can see an increase in the public’s opinion on the RCMP’s inclusivity (54% in 2022-23 compared to 47% in 2021-22) and diversity (47% in 2022-23 compared to 41% in 2021-22). We also see an increase from the public on trust and confidence in the RCMP (58% in 2022-23 compared to 53% in 2021-22).

The percentages provided are for the combined responses of agree and strongly agree, neutral, and the combined responses for disagree and strongly disagree for each question. Most questions were answered on a five-point scale (strongly disagree, disagree, neutral, agree, strongly agree).

What Canadians think

Canadians' Views of RCMP Policing Services is a public opinion survey of adult residents of Canada. A representative sample of the residents of Canada was selected to participate in the survey. This survey had 3,227 respondents (1,445 by telephone interview and 1,782 online).

Results from the Canadians’ views of RCMP policing services survey show an overall satisfaction with the RCMP of 62%.

What our contract partners think

The Contract Partners Survey is a survey of mayors, leaders of Indigenous communities, as well as local, provincial, and territorial government representatives who are responsible for RCMP contracts within their respective jurisdictions. This survey had 472 respondents.

Results from the Contract partners survey show that 85% of our partners are satisfied with the RCMP's contribution to keeping Canadians safe.

What our policing partners and stakeholders think

The RCMP's Policing Partners and Stakeholders Survey includes general questions evaluating the RCMP, as well as specific questions about the RCMP business lines with which our partners work (for example Federal Policing, Contract and Indigenous Policing, Specialized Policing Services). This survey had 1,835 respondents.

Policing partners and stakeholders are representatives of other policing services and government agencies/departments the RCMP works with, as well as non-governmental organizations that have a strong interest in RCMP activities, such as civil liberties associations and legal organizations.

Results from the Policing partners and stakeholders survey show that 77% of our policing partners and stakeholders are satisfied with the RCMP's contribution to keeping Canadians safe.
