Charges laid in double homicide investigation

Update: On January 21, 2025, at approximately 11 a.m., the New Brunswick RCMP's Major Crime Unit arrested 34-year-old Corey Agnew of Minto, at a residence on Route 123 in Chipman. On January 22, 2025, Corey Agnew appeared in Fredericton Provincial Court and was also charged with two counts of first-degree murder in connection with the deaths of Robert Waugh and Victoria King. He has been remanded into custody and will reappear in Fredericton Provincial Court on February 20, 2025. 

Charges have been laid against a 42-year-old man from Chipman, N.B., following a double homicide investigation in Chipman, N.B. 

On November 25, 2024, at approximately 8 a.m., members of the Chipman RCMP detachment responded to a report of a vehicle on fire with two people inside, off Midland Road in Chipman. When police arrived at the scene, they located the bodies of two individuals inside a vehicle that had been consumed by fire. Early in the investigation, it was determined that their deaths were the result of a double homicide

On January 6, 2025, the New Brunswick RCMP’s Major Crime Unit (MCU) released the names of the victims in connection with the double homicide. The victims were identified as 47-year-old Robert Waugh and 23-year-old Victoria King. 

On January 19, 2025, members of the MCU, West District RCMP and the Emergency Response Team arrested a 42-year-old man without incident at a residence on Route 123 in Chipman, in connection with the homicides.

On January 20, 2025, 42-year-old Mark Elley appeared in Fredericton Provincial Court and was charged with two counts of first-degree murder in the deaths of Robert Waugh and Victoria King. He was remanded into custody and will reappear in Fredericton Provincial Court on February 10, 2025. 

The investigation is ongoing.
